The Board of Trustees has approved the following recommendation of the Director's report (Report 21079) at the June 16, 2021 Board Meeting.
Be it resolved that the Halton District School Board establish the boundaries for Milton SW #11 Public School and Milton SW #12 Public School as outlined in Option 4 (Report 21079), effective for the 2022/23 school year.
The impact of the recommendations are as follows:
- Milton SW #11 ps (located on Kovachik Blvd) will be a single-track English school with French Immersion students directed to Viola Desmond PS.
- Milton SW #12 ps (located on Kennedy Circle West) will be a dual-track English/French Immersion school. French Immersion will be phased in starting with grade 2 in 2022.
- P.L. Robertson PS catchment area will expand south to Louis St. Laurent Blvd. Students will be phased in starting with grades JK-2 in 2022. All students that are in JK-1 effective the 2021-22 school year will be redirected to P.L. Robertson PS.
- The opening of Milton SW #11 ps and Milton SW #12 ps will affect Viola Desmond PS, Sam Sherratt PS (rural area), E.W. Foster PS (rural area), W.I. Dick PS (rural areas), Hawthorne Village PS, and Irma Coulson PS catchment areas.
Viola Desmond PS holding areas at Anne J. MacArthur PS, Boyne PS, Chris Hadfield PS, Irma Coulson PS, and Sam Sherratt PS will be transitioned to the approved boundaries starting September 2022. Information on the transitions can be found on pages 5 & 6 in Option 4.
Milton SW #11 ps and Milton Sw #12 ps will undergo a naming process in the 2021/2022 school year.
About the Boundary Review
As part of the two (2) most recent Capital Priorities Grant submissions to the Ministry of Education, the Board was successful in obtaining funding for two (2) elementary schools in the Town of Milton, namely the Milton SW #11 and Milton SW #12 public schools. Both proposed schools are located in the Boyne Secondary Plan area, South of Louis St. Laurent.
On October 21, 2020, the Board of Trustees approved staff recommendation to commence a school boundary review for both facilities and to include areas within the Elementary Review Areas (ERA) 120, 121, and 127 and the other affected rural areas.
The Boundary Review Committee and the process was established in January 2021 and concluded June 2021.
It should be noted that:
- The ultimate elementary school boundaries will have consideration of the approved secondary school boundaries as part of the Milton SW #1 HS Boundary Review approved by Trustees as part of report 20102, to ensure cohorts remain together.
- Although the Boundary Review process may be completed by June 2021, it is anticipated that the transition plans will not be fully implemented until the affected schools are open to accommodate students. Where possible holding situations will be avoided.
Public Meeting Livestream

As part of the Meeting, the Boundary Review Steering Committee (BRSC) provided a presentation to outline the process, provide an overview of the shortlisted options identified by the Boundary Review Committee (BRC), and the next steps for decision making.
Following the presentation, the BRSC answed any questions.
The three (3) options that were identified by the Boundary Review Committee can be accessed and reviewed below. For more information about the proceedings of the BRC meeting, refer to the links in the Timeline.
The feedback will be summarized and presented to the BRC at the next meeting taking place on May 18, 2021 and will be used to inform the identification of preferred options to be presented to the BRSC.
Boundary Review Committee (BRC)
The Boundary Review Committee (BRC) will consist of the following members:
- A non-affected Superintendent and a non-affected Trustee will jointly chair the Boundary Review Committee
- All members of the Steering Committee (for more information see
School Boundary Administrative Procedure)
- Parent representatives from all affected communities
Principals of affected schools are not on the Committee but may be called upon to verify information as required.
The BRC is mandated to examine boundary options and to provide feedback. A preferred option(s) will be developed and recommended to the Boundary Review Steering Committee.
